The billionaire whose opposition coalition won Georgia's parliamentary election tapped two former diplomats with pro-Western views on Monday to take key positions in the government when he becomes prime minister later this month.
Bidzina Ivanishvili's choices reinforce his pledge to maintain the former Soviet republic's close ties with the United States and to work toward closer integration with the European Union.
The pro-Western course was set by President Mikhail Saakashvili, who remains president for another year but lost the power to form the government when his party was defeated in a parliamentary election a week ago.
Among the members of the next government announced Monday are Maia Panjikidze, a former ambassador to EU countries, who will become foreign minister, and Irakly Alasania, a former ambassador to the United Nations, who will take the post of defense minister.
The future foreign minister said Georgia's pro-Western course will not change. "This is the choice of the Georgian people," said Panjikidze, who served as ambassador to Germany from 2004 to 2007 and ambassador to Germany from 2007 to 2010.

"Our main partner will be the U.S. and these relations should deepen. But we should not forget our neighbors, those near and far, and we should begin with relations with Russia," she said.
Ivanishvili, who made his fortune in Russia, has stressed the need to restore relations with Moscow, which have been severed since the two countries fought a brief war in August 2008. He has taken pains, however, to counter accusations that he will put Georgia back under Russian domination and announced that his first foreign trip as prime minister will be to the United States.
The 38-year-old Alasania served as Georgia's ambassador to the U.N. from 2006 until December 2008, when he resigned and joined the opposition to Saakashvili.
Ivanishvili announced his choices to fill about a dozen Cabinet positions, but said he was still working on the appointments for the ministers of finance, economic development and education.
The new government, to be led by Ivanishvili as prime minister, will be confirmed after the new parliament convenes on Oct. 20. His Georgian Dream coalition will hold 83 of the 150 seats, with the remaining 67 seats under the control of Saakashvili's party.
As president, Saakashvili will retain greater powers until his second and last term ends after an October 2013 presidential election. After that election, however, a constitutional reform goes into effect that will transfer some of the president's powers to the prime minister.

I don't know,because if the dogs started running while attached to the person's waist,that person could get seriously injured or even killed. One small dog is OK,but 4 large dogs is dangerous. I think the guy is a little nuts,if you ask me!

its a method of training.. keep the dog close to you, so that you can supervise closely.. prevents the dog from "sneaking off" and also you can easily correct the dog.

I think the guy's a little nuts to be honest, I'd never do that until I knew the dog wouldn't pull me or anything. I walk my collie on my belt as she doesn't pull, but I keep a hold if we're going past our local lake as theres normally rabbits XD I don't know to be honest, it's kinda silly as if the dog got bitten or something, the owner would be pulled into the fight. I'm really careful if I walk her on my belt, but I've never hear d of it being recommended!

It give the owner more control (you can use your body instead of just your arm for strong dogs) over the dog. Having the dog close forces the dog to follow the person and gets the dog to respect the movements of the person. The dog is unable to get in trouble if it is with the owner and the owner has both hands free. He does use regular leashes. The clients are allowed to not have the dog around their waist, but it does help with the training.

I watched that guy once--he was such a lunatic that I won't watch him again. More than half the battle with professional trainers is being able to communicate effectively and respectfully with owners, which seems to be utterly impossible for that man. The only time I've ever heard it recommended, and even then I don't see the point, is if you can't supervise your dog in your own home any other way. Some well-trained dogs who run with their owners are also on belt leashes with a lunge-buster (so you don't go flying if Fido zooms left while you are going straight) because holding a leash really messes up your running stride.

Ha! Jessie is right! I actually wrote to Animal Planet and complained about the kind of cra* they are broadcasting. Lost me as a viewer the day I saw that show for the first time. While there are times to tie a leash around your waist that can help with training, such as when you are house training a puppy, I wouldn't do anything that nut shows on TV. There is absolutely no method to his madness, and his disrespect of the owners is just crude and uncalled for. He needs to crawl back under his rock.
