Turkey Says Syrian Jet Held Arms From Russia - Wall Street Journal [getdailynow.blogspot.com]

ISTANBULâ€"Syria and Russia demanded an explanation from Turkey on Thursday after Turkish fighter jets late Wednesday grounded a Syrian passenger plane en route from Moscow to Damascus on suspicion of carrying weapons, igniting a diplomatic row that underscores the regional dimensions of Syria's deepening conflict.

On Thursday morning, it was still unclear what cargo the Syrian Arab Airlines plane was carrying, although Turkish state television reported that "military communications equipment" had been discovered. The civilian A320 airliner, which was carrying 35 passengers, had safely departed from Ankara and landed in Damascus early Thursday, although the cargo had been confiscated by Turkish officials.

Damascus and the Kremlin offered angry responses. Syria's information minister on Thursday accused Turkey of "air piracy," according to a report from Lebanon's al-Manar television channel, while state news agency SANA quoted the head of Syrian Arab Airlines, Ghaida Abdulatif as saying that Turkish authorities "assaulted the plane's crew before it was allowed to take off."

In Moscow, Russia's foreign ministry said that Turkey had not informed the Kremlin that 17 of the flight's 35 passengers were Russian citizens and denied the Russian embassy access to those on board.

"Russia insists that the Turkish authorities explain their conduct against the Russian citizens and that they prevent similar incidents in the future," Russian foreign ministry spokesman Alexander Lukashevich said.

Turkish officials responded by saying they had received no formal query about the interception of the Syrian plane. Turkey's transport minister Ben Ali Yildirim on Thursday said that the cargo wasn't suitable for a civilians plane, without giving further details.

"An airspace must be utilized for peaceful purposes, otherwise we will use our rights. We used those rights on Wednesday and we'll use them in the future whenever necessary," Mr. Yildirim said in the western Turkish city of Izmir.

Turkey's forced downing of the passenger liner represents the latest in a series of episodes that have dramatically heightened tensions between the neighbors. Turkey's top military commander warned on Wednesday that Ankara would launch a tougher response if Syrian shells continued to land on Turkish territory.

"We responded but if it continues we will respond with greater force," state television channel TRT quoted Chief of General Staff Necdet Ozel as saying during a visit to the southern border town of Akcakale, where Syrian shells killed five Turkish civilians a week ago.

Analysts said the incident would further raise tensions between Turkey and Syria, which share a 910-kilometer border, and could potentially trigger a diplomatic crisis.

"Turkey appears pretty confident that its intelligence is correct on this and therefore there were a number of forbidden material found on the plane, if they are wrong it will be a bigger problem," said Sinan Ulgen, a former Turkish diplomat now at the Carnegie Endowment in Brussels. "The risk here is that we could see a big impact on the relationship between Turkey and Russia which have so far been able to compartmentalize their differences on Syria," he said.

Meanwhile, there were other signs of Syria's conflict drawing in other actors. U.S. Defense Secretary Leon Panetta on Wednesday said the U.S. has sent military troops to the Jordan-Syria border to help build a headquarters in Jordan and bolster that country's military capabilities if violence were to escalate along the Syrian border.

Unlike the Turkish border, Jordan's border with Syria hasn't developed into a major lifeline for supplies and weapons to rebels inside Syria, partly because of what regional diplomats describe as Jordanian hesitation to open up a front against President Bashar al-Assad, and because rebels have been unable to expel regime forces from the Syrian border province of Deraa.

Question by Cousin Arnold: Why do Universities charge more $ $ for those coming from "Out of State"? How long is the "out of state" effective? Can I move there a week before I apply and be charged "out of state"? Do many people go to a community college in that state and then transfer to the college so they get cheaper prices? I depends on the state. You have to obtain residency status in the state in order to get the in state tuition. This usually takes about a year or so. They do this to encourage state residents to attend their university and to provide them with affordable education. The tuition costs of a university are a huge factor to consider when choosing a school

The out-of-state is effective as long as your state of residence is somewhere else. Typically, most states consider your state of residence where your parents live. If your custodial parent lives in the state for a year, then you can qualify for in-state tuition. Universities charge more for these students because they are supported by state taxes, which are meant to go towards residents primarily. Community colleges also have out-of-state tuition rates, which are also high comparatively to in-state.

1) They charge more because states subsidize their own colleges.. the out of state price is the price everyone essentially pays, but is less because the people living there have been paying taxes so they decrease the price.. government gives quite a lot of money to the the colleges. 2) every state is different for their out of state. Best person to ask is the college financial aid office. Usually you have to live there for 6 months at least. 3) I think the time requirement will be the same wether or not you are going to a community college in that state... itd be cheaper to work and save money in that state and then apply once you are accepted to the state, than waste your time and money at community college if you don't even plan on using the degree you get from there.
