YANGON, Myanmar â" Â Myanmar opposition leader Aung San Suu Kyi has declared her willingness to serve as her country's president and her party's intention to amend the constitution to allow her to do so.
Suu Kyi said Monday it is her duty as leader of her National League for Democracy to be willing to take the executive office if that is what the people want. Myanmar's next election is in 2015.
She said a clause in the constitution effectively barring her from the job is one of several her party seeks to change.
Suu Kyi last week returned from a 17-day trip in the United States, where she was feted as a hero of democracy. Myanmar is undergoing political reforms under Thein Sein, a former general elected president in 2010.

I think it refers to a heavenly/hellish place. As in the world is outside the heavens/hell.

When someone says this, it implies that the speaker is experiencing the the real world as it is, and it further implies that the person he is speaking to is NOT experiencing the real world - in other words may live a cloistered existence or is otherwise narrow-minded.
