With impeccable timing and taste, thieves on Tuesday morning plundered a Rotterdam gallery that was celebrating its 20th birthday and made away with seven borrowed masterpieces that included artworks by Picasso, Monet, Gauguin, and Matisse as well as Lucian Freud’s haunting portrait “Woman with Eyes Closed.”

The Kunsthal â€" which was exhibiting a private collection owned by the Triton Foundation â€" closed the gallery to the public, but the bare spaces on its walls were visible from its windows in the modern building between Rotterdam’s museum park and busy Maasboulevard.

The theft was the latest wake-up call about museum security systems in Europe, prime hunting grounds for thieves who in 2010 stole five paintings, including a Picasso and a Matisse valued at about €100 million, or $ 130 million, from the Paris modern art museum that are still missing.

The Dutch police combed the grounds of the gallery and studied surveillance tapes for clues to the burglary, which they said took place about 3 a.m. and set off an alarm to a security agency, which summoned help. But by the time the police arrived five minutes later the works had vanished. Investigators appealed for witnesses to come forward.

The art, which was part of a collection amassed by a Dutch investor, Willem Cordia, who died in 2011, was exhibited in public for the first time last week at the Kunsthal, which does not have a collection of its own.

Willem van Hassel, chairman of the museum’s board, announced the closing of the museum Tuesday and later held a news conference to declare adequate security measures had been taken.

But art theft experts said the carefully executed burglary appeared to be the work of professionals who knew exactly what to select and raised questions about the museum’s protective measures and how the burglars expect to unload easily identifiable pieces by prominent artists.

“The volume of the theft suggests that whoever stole it owes somebody a lot of money and it’s got to be a major league villain,” said Charley Hill, a retired Scotland Yard art detective turned private investigator who went undercover to retrieve Edvard Munch’s “The Scream” after it was stolen in 1994 in Oslo.

“It was carefully thought out, cleverly conceived, and it was quickly executed, so that suggests professionals,” he said. “This case is linked to major crime in Holland, and my best guess is that someone doesn’t have the cash to repay a loan.”

The stolen paintings spanned three centuries: Meyer de Haan’s “Self-Portrait”; Gauguin’s 1898 “Girl in Front of Open Window”; Monet’s “Waterloo Bridge, London” and “Charing Cross Bridge, London”; Matisse’s “Reading Girl in White and Yellow”; Pablo Picasso’s “Harlequin Head”; and Lucian Freud’s portrait of a woman.

Mr. Hill added that the theft reminded him of techniques employed by a Dublin criminal gang that stole 18 paintings from Alfred Beit’s collection at Russborough House in 1986 in Ireland and buried many of the paintings in the ground. Most of the paintings were later recovered.

Marc Masurovsky, a historian and expert on plundered art in Washington, said he was intrigued by the possibility that the theft was “a contract job,” adding that “these works were picked out. Could it be they had been targeted well before the theft and the exhibit was the opportunity to strike?”

At a press conference, museum officials, including the director, Emily Ansenk, insisted that the Kunsthal boasted state-of-the-art protective measures. At night this amounted to “technical security” with no people, but camera surveillance and alarms. She added that the police arrived on the museum grounds within five minutes of the alarm.

Ms. Ansenk told reporters the burglary “has hit the art world like a bomb” and described it “as a nightmare for any museum director.” Kunsthal officials declined to estimate how much the paintings are worth.

On Wednesday, they vowed that the museum would open again with empty places for the stolen works.

Question by frank v: Where can I find the definition of a "house" in California Code? I want to build a home that I can upgrade myself in the future, and I am trying to keep the current loan cost to an absolute MINIMUM. What do I need to have for the bank to say "the law says this is now a house." Web sites would be a plus. Thanks Best answer for Where can I find the definition of a "house" in California Code?:

Answer by mybabysmama
Wish I could give you something that easy. Depends largely on where you live (building codes differ in different cities and counties), and the lender. Perhaps you should start by getting approved by a lender in your area (can be a Countrywide or a local credit union, as long as they have a local branch). Ask them what they require in order to close escrow on a home. For example, some lenders will close escrow without floor coverings, some will not. Next, go to your county or city website and find the department that handles building permits. That's who you want to ask what local code requirements are. The California Code is not specific to local requirements. Hope this helps even if it's not as easy as you'd hoped!
