Mr Ibrahim was a well-known figure among journalists during the war to topple Gaddafi last year, haunting the luxury Rixos Hotel where foreign reporters were based, giving press conferences and appearing on foreign television channels to defend the regime.

He spoke fluent English, was married to a German woman who spent the war by his side in a suite in the hotel, and offered a far more sophisticated face of the regime than many of its officials - who could only crudely denounce the "rats" who took up arms against Colonel Gaddafi.

Mr Ibrahim had been educated in Britain, spoke fluent English, and when he relaxed in the evening he loved talking about cycling holidays in the Devon countryside.

He was a tireless defender of the regime, waking journalists up in the middle of the night to take them to Nato bomb sites.

Before Saturday's developments, many Libyans had assumed that Mr Ibrahim had also been killed in the chaos following Gaddafi's fall last year, or had escaped abroad to Egypt or another of the North African boltholes used by thousands of Gaddafi supporters.

Rumours of Mr Ibrahim's arrest and that of other former regime figures, said to be fleeing from the besieged town of Bani Walid, had been circulating all day. In the past few days there has been bitter fighting in Bani Walid, a stronghold of Gaddafi supporters 100 miles south east of the capital, and there was also a major military operation in the area where Mr Ibrahim was allegedly captured.

Tarhouna, on the outskirts of Tripoli, used to be seen as a Gaddafi-supporting area, and terrorist attacks in recent months have been blamed on its residents, although it has not given the new government as much trouble as Bani Walid.
