>> reporter: well, the president was briefed on this latest incident. today syria , according to the u.s. and nato , attacked turkey, which is, of course, a nato ally and a strong u.s. ally across the border, with mortar fire killing reportedly five civilians in a residential area near the border. turkey then retaliated. tonight there was an emergency meeting in brussels. the nato ministers condemning syria for this attack. and also the president, the white house issued a statement from the national security council . hillary clinton spoke to the turkish foreign minister and said the u.s. will support turkey in this. all are condemning syria and holding syria to account. this as also more trouble for the administration with benghazi. the hill is now asking for ans wers. they want a hearing next week. hillary clinton said today that no one wants to know more than she and the president what happened in benghazi, but we've confirmed that the fbi has not been able to get on the ground because of continuing security concerns, and at this point, more documents, secret and sensitive documents like this one, are still at large in that site being secured only by libyans at the scene and not well indeed.

Question by Smurfett: Was there a "state" named Franklin before Tennessee and North Carolina became states? It supposedly was in the mountainous region of Tennessee and parts of N Carolina. For some reason, it was dissolved just before Tennessee became a formalized State, and they ate up Franklin as part of the process. If there was such a "state", what happened? Why was it knocked out of the race to become a state of its own? Best answer for Was there a "state" named Franklin before Tennessee and North Carolina became states?:

Yes there was. There is a part of Tennessee that still has signs saying "Franklin" like Franklin Bank, etc.

The area you are referring to was called the State of Franklin. The State of Franklin was an autonomous, secessionist United States territory created, not long after the end of the American Revolution, from territory that later was ceded by North Carolina to the federal government. Franklin's territory later became part of the state of Tennessee. Franklin was never officially admitted into the Union of the United States and existed for only four years. In 1784 North Carolina ceded its western lands to the United States to avoid the expenses of protecting the western settlements and to protect the investments of land speculators who had acquired large holdings under the state's land acts of 1782â€"1783. Residents of the eastern part of the ceded region, known as Wataugans, favored the formation of a new state. Encouraged by separatists in southwest Virginia and by Congress's adoption of ordinances authorizing the establishment of new commonwealths in the West, the Wataugans assembled in what is now Jonesboro, Tennessee, in 1784 and organized the state of Franklin. They considered the action necessary to maintain orderly government, defend themselves from Indian attacks, and protect land titles. North Carolina immediately repented the action, repealed the cession act, and attempted to woo back the westerners. Fearing the effects of separation on their land dealings in the Tennessee country and along the Tennessee River in pre sent-day Alabama, John Sevier and other western leaders advised reconciliation. Unable to check the Franklin movement, they decided to seize power instead and adopted a constitution that validated North Carolina land titles. With Sevier as governor, the state of Franklin maintained a precarious existence for four years, characterized by Indian troubles, intrigues with the Spanish, and ineffectual efforts to obtain recognition from Congress and North Carolina. The chief cause of failure was the opposition of a rival faction led by John Tipton, which contributed materially to North Carolina's success in reestablishing jurisdiction by 1789.

Your initial question asks if Franklin was a state before both NC and Tennessee and the answer is no. North Carolina was one of the thirteen colonies and became a state in 1789. Prior to that it was the Province of N orth Carolina, a sovereign state under the Articles of Confederation, following the end of the Revolution. Keep in mind that prior to 1787 there were no Constitutional states, the thirteen colonies were each a sovereign state following the end of the Revolution until the time they ratified the Consitution. Which brings us back in time to 1784 when NC was ceding it's western lands to the federal government to become future provinces or commonwealths Up to the Mississippi River these lands became the territory of Tennessee. But there was fear among some of the settlers in the area that the government was going to sell their lands to foreign powers. So in 1785 the petitioned to become the 14th sovereign state, Frankland. The petition was turned down because the Articles of Confederation required two thirds of all states to accept the petition of any new state. The citizens tried changing the name to Franklin, basing their state's constitution on NC's, in the failed attempt to get more votes. Ironically, the Federal government viewed Franklin as still being under NC's authority which led to the death of Franklin in 1788. The governor of Franklin, John Sevier, went on to become a representative of NC in the first Constitutional Congress. North Carolina once mre ceded the lands that had been Franklin to the federal government in 1790 and six years later these lands and the other land west of the Appalachians to the Mississippi that had once belonged to NC became Tennessee, the 16th state. And John Sevier was elected the first governor of Tennessee. Franlikn never became a state though it so desired it.
